Create a new pluggable database from the seed (PDB$SEED), with a local admin user. Run from the root.

This creates a new database and its datafiles. Set the admin credentials and file paths to your environment, then open the PDB and save its state.

CREATE PLUGGABLE DATABASE &&pdb_name
  ADMIN USER &&admin_user IDENTIFIED BY &admin_password
  FILE_NAME_CONVERT = ('/u01/app/oracle/oradata/CDB/pdbseed/',
                       '/u01/app/oracle/oradata/CDB/&pdb_name/');

-- With OMF or ASM you can omit FILE_NAME_CONVERT.
-- Quote the password in double quotes if it has special characters.

ALTER PLUGGABLE DATABASE &pdb_name OPEN READ WRITE;

-- Verify (read-only)
SELECT name, open_mode FROM v$pdbs WHERE name = UPPER('&pdb_name');
